João has been Director of the Azores Delegation of ANACOM since 2020, representing the National Telecommunications and Space Authority in the region. In this role, he supervises regulatory activities in one of Europe’s most geographically dispersed territories, with particular emphasis on the resilience and governance of subsea cables, a critical infrastructure for the Azores. A former Naval Officer, he served 23 years in the Portuguese Navy, including as Commanding and Executive Officer of warships, and later in the CIS Directorate of the Portuguese Armed Forces General Staff, where he managed the military satellite core network and developed deployable communications solutions for maritime, land, and air domains. He subsequently headed the Navy’s Communications and Cryptography Department, gaining extensive experience in operational security and interoperability. Internationally, he represented Portugal in NATO C3B forums, the Federated Mission Networking initiative, and the European Defence Agency’s GOVSATCOM programme. Since 2023, he has chaired the Civil Communications Planning Committee, contributing to national preparedness in critical communications. His career bridges defence, telecommunications, and space, with a focus on secure, resilient, and innovative solutions for remote regions such as the Azores.
