Rúben Manuel Martins de Medeiros

 

Rúben Manuel Martins de Medeiros is 55 years old and is Intendent of the Public Security Police (PSP). He has a degree in Police Sciences from the Higher Institute of Police Sciences and Internal Security (ISCPSI) and is pursuing a PhD in International Relations:
Geopolitics and Geoeconomics at the Autonomous University of Lisbon. He has completed several advanced professional training courses. Noteworthy are the Police Command and Management Course, taught by ISCPSI, the Civil Crisis Management Course, awarded by the National Defence Institute, the ESDC Core Course on Security Sector Reform (SSR), obtained at the Austrian Study Centre for Peace and Conflict Resolution, the National Civil Aviation Security Auditor Course, awarded by the National Civil Aviation Authority, the Security Measures at International Airports and Major Transport Hubs Course, from CEPOL, the Intensive Security and Defence Course, obtained at the National Defence Institute, the Public Security Police Course on Preparation for International Missions, the National Security Office Course on Information Security, the Swedish National Criminal Police/Swedish Peace Support Operations Course on Project Planning and Management, and the Public Security Police Course on Criminal Investigation. Of the various positions and functions he has held, the following are noteworthy: Commander of organic units with general and specialized competence (Police Stations and Divisions) and Head of the Operational Area, in all cases at the Regional Command level. At the international level, he has experience in UN peacekeeping missions, where he served as Senior Liaison Officer to the Police Commissioner in East Timor and was a member of the MMA and Capacity Building and Development working group under the United Nations Police Training Architecture Program. and, within the scope of the CSDP, his roles in project management (EUPM, Bosnia and Herzegovina, and EULEX, Kosovo) and at the level of the senior mission management team (Head of Field Office, EUCAP Sahel Niger). He was a key speaker at the International Conference on Civilian CSDP, “Advancing Synergies”, presentation title: How to factor in Civilian CSDP in the Strategic Compass, at the invitation and under the auspices of the Portuguese Presidency of the EU, 2021, Lisbon, 19/04/2021. He was also a guest key speaker at the joint initiative of the Higher Institute of Police Sciences and Internal Security (ISCPSI), the Autonomous University of Lisbon “Luís de Camões”
(UAL), and the European Union Agency for Police Training (CEPOL), International Conference – The External Dimension of Internal Security, presentation title: The External Dimension of Internal Security – CSDP Missions: a practical approach, Lisbon, 16/06/2021. He has received several commendations and decorations, two of which are for important and distinguished service, silver grade, and one for extraordinarily important and distinguished service, gold grade.
